Can I enable privacy protection even when I not bought it?

No. You can't enable privacy protection if you not bought it. All of our domain name we sell (excluding mynic domain name) comes with privacy protection feature for RM15/year. You can buy privacy protection for spam prevention and security simply at our billinng panel.
